In reference to the charges brought against you, as to not treating the seamen you have paid off fairly and honestly, I beg to state that during the last 20 years, I have seen you paying the men discharged from the different ships I have been in. I have seen you give each man his money personally, and as to the odds and ends, you have at times handed a 5 cent piece to one or two men. Every time we pay off, there are men about who take the money from the men, though some men hand it over willingly.
We have had men here for years and they never complained about you. We have had Chinese, Seedy boys & Malays, also Europeans, and there has never been a hitch. Every man has his pay without being identified, it has often occurred that we have sent a man to the shipping office for his money and he never would pay him unless we gave him ...
